4. I Think You're Right. McConnell and Cantor probably huddled on it

and decided to let the Senate pass it because the intransigent senators are not in safely gerrymandered districts. The GOP has gerrymandered the house districts to practically ensure they'll continue to win unit after the next census. So the House can be the bad guys.
