But I don't get your point - no one makes a billion in a year, and even if they did, boo hoo - 4% more of a billion is still hundreds of millions, or, said differently, a few iPods.

billionaires do not make even a tiny percentage of their money on ordinary income.
They, as usual, make it through the virtually unscathed.
