Are they claiming he pulled a gun while cuffed? Isn't it SOP to frisk him once he is apprehended?

1. And the first comment is quite telling.

The comment writer wants the title changed to "adult" seeing as the victim was 18. That's still a teenager, and chances are, he's still in school.

2. It is difficult to come to decent conclusions

with so little information. However, the way the news story reads is that the suspect was thrown to the ground, cuffed and another officer approached. Nefore the frisking could be done, the suspect rolled over and at that time pulled a gun out of his pocket. I will speculate the gun was a small semi-auto in his back pocket and he was cuffed with his hands behind his back. Maybe the cop should have kept a knee On the perp's lower back, but again, there are not enlugh information provided to say too much.
