Times. He uses threat of filibuster of Republicans as excuse not to do anything.

The administration undercut their strongest ally in McConnell. Not very smart.

And they took a situation where they had a solid deadline and turned it into an opportunity for the GOP to use it for hostage-taking in 2 months time. Doing this behind Reid's back is just not a good way to go.

Maybe that was ultimately the right decision. Maybe it wasn't. We can't know. But surely there is a way to do that without undercutting your own team.

Negotiations shifted from Reid to Biden just days after an unusually intense exchange at the White House, right outside the Oval Office, between Reid and House Speaker John Boehner (R-Ohio). As Politico first reported, when Boehner saw Reid -- who earlier that morning had accused Boehner of being more concerned about his speakership than getting a deal -- he let Reid know how he felt about the charge.

“Go fuck yourself," Boehner advised.

Answer: higher taxes on the wealthiest. Much higher, especially on capital gains and other income not derived from actual work.
