The pre-existing conditions that remain in healthcare

The town or city you live in is considered a pre-existing condition and insurance companies are still charging extra for this pre-existing condition

I live in Key West Florida and my insurance company called it a high risk area therefore wanting to charge me more.

from what I understand an insurance company can't charge a high-risk patient with pre-existing conditions more money, unless that pre-existing condition is the city you live in

Am I understanding this correctly?
