are "work from home" jobs all scams? or are there legit ones?

i have a friend here in costa rica who is from the US. she does not have residency here in costa rica and cannot work at a costa rican business because of that. she's having a hard time finding consulting work she can do. i'm wondering if anyone knows of any of these "work from home" jobs that are legit so i can point her in the direction of getting some work. she doesn't need to make a lot of money, just enough to support herself in costa rica. she's web savvy and has experience with graphic design (she's not a graphic designer, but a photographer with solid photoshop skills)....but, really, she would be happy with any type of work she can do from her apartment via the internet.

I don't know which companies but check out the online publications and websites for the call center industry. They usually have a lot of info on what's going on in different companies.
