The executive cannot unilatterally cause such drafted legislation to be passed, but there's nothing odd about the executive putting its ideas about needed legislation in the form of real legislative language.

FDR did that with much of his early New Deal as did LBJ with the Great Society. But that is mute point because the GOP isn't going to pass anything this president wants.

Presidential administrations routinely draft legislation and then send it to Congress to be introduced. Anyone can draft it, you just have to get someone in Congress to introduce it and take it from there.
