State AGs might do it; the federal DOJ? I think the biggest banks have reason for their assessment.

thing. It's POSSIBLE if enough States pursue this, if it gets enough press, the DOJ may be FORCED to take some action. Possible, but not holding my breath.

Actually, once the civil penalties are avoided, they probably believe that they aren't personally criminally liable for actions take by other people who are no longer with the firms. In many cases, the firms don't even exist, they were bought (Country wide) by other banks. The current owners will probably be more than willing to help build cases against them, once their civil liability is gone.

To some extent I think this is the REAL deal being cut. Quickly settle the civil claims and get an ally for pursuing the criminal claims.
