My sense is that accident rates can be reduced with training. It would not stop people determined to kill themselves or others but knowing not to point any firearm at anyone at anytime would help reduce accidental injury and death.

"not realizing the gun was loaded"
"mishandled a handgun and shot himself"
"didn't realize the gun was loaded"
"killed in a hunting accident"
"grabbed a gun that was on a table"
"accidentally shot and killed"
"accidentally shoots himself"
"accidentally shot himself"

Add to this the almost daily gun cleaning "accidents" that happen to people who should know better.

A yearly safety training class should be mandatory for gun owners to keep their licenses, permits or what have you. Safe storage, handling and use. Class content should be progressive, that is a yearly incremental addition of content and material. This would help ensure that gun owners continue to learn and enhance their knowledge and safety procedures.
