The latest repubican dog whistle code term for non white, non male persons or areas. Mostly, the term means black people.

Context: The language in use in the current Virginia Senate measure to change the rules about assigning the commonwealth's electoral votes.

Here is the fuckwad using the term: Virginia state senator Bill Carrico.
