Kind of like 'irreconcilable differences' in divorce documents. Not that those don't exist or the weather is never bad, but sometimes it's cover for the real reasons.

Rahm closed the beaches in Chicago at one point during memorial day weekend last year due to 'heat,' even though the temperature only reached the high 80s. The real reason was that gangs of punks were running around acting like asses and harassing people, but the city preferred not to acknowledge that they lacked the will or ability to keep their beaches safe.
