Immigration reform model is full of catch 22's if you analyze the framework carefully. For one no matter what parameters are set for border security they can never be declared as "met". The border is cannot technically be secured because it is so expansive. Who and what will declare the border secured. I cannot wait to see what crap they put together.
No one can get the process of getting a green card until a declaration is made. And how many undocumented workers will be able to pay the thousands of dollars in taxes. How much tax will they have to pay and how far back will the "tax man" go.
How long will they have a green card? How will we fund the infrastructure to do all the background checks on a smaller government meme.
My bet is that it will take ten years or more to even start the final process toward citizenship.
All this reform model is a smokescreen that will give the GOP time to sequester the vote. Nothing substantial will happen for a very long time if it ever does.

(24,692 posts)will be controlled by them since it comes from border states run by republicans except for California) who will block implementation of any comprehensive reform by doing exactly what you say. They will simply never declare the border is secure - even when net migration from Mexico is zero. And the republican party will be right back in the electoral bind with Hispanics and other immigrant groups that they are trying to get out of now.
I would much prefer that this panel idea be junked due to its ability to block progress which will harm the country and the people that reform is designed to benefit. But there may be some republicans (perhaps some who see the danger to themselves if they want to get elected to office from a non-tea party congressional district or to a statewide/national office?) who will see the danger to their party that this panel idea presents.

My other question is how are they going to determine what is owed in back taxes?
Who paid the undocumented worker these wages?
Are they not now considered filling a false tax form?
What will be the penalties for the employer?
