If former Rep. Barney Frank (D-Mass.) is feeling blue about being passed over for an interim seat in the Senate, the outspoken ex-lawmaker isn’t letting on.

"If I wanted to talk about feelings, I would have called Oprah," Frank told The Hill on Wednesday when asked his feelings about being overlooked for the appointment.

Frank had publicly lobbied Massachusetts Gov. Deval Patrick (D) to name him to the Senate on an interim basis after President Obama nominated Sen. John Kerry (D) to be secretary of State.

Frank, who retired from Congress earlier this month, told MSNBC in early January that he wanted the appointment so that he could serve during negotiations on the debt ceiling and sequester.

Patrick lauded Cowan for helping manage the state through the recession and said he had earned the respect of people throughout government.

"In every step, he has brought preparation, perspective, wisdom, sound judgment and clarity of purpose," Patrick said while introducing Cowan at a Statehouse news conference.

Frank said that while he didn't know Cowan well, he was confident the new senator would support Obama's agenda. He urged Cowan to stand up against Republicans

Governor Deval Patrick, bypassing the glitz and glamour of a popular former congressman or a Kennedy, has turned to his longtime friend and trusted State House aide, William “Mo” Cowan, as the state’s temporary senator to hold John Kerry’s seat.

The 43-year old Cowan, a North Carolina native who rose to the top of Boston legal circles before joining Patrick’s staff, will ­become the first African-American to represent Massachusetts in the Senate since ­Edward W. Brooke held the seat as a Republican from 1966 to 1978

The governor, speaking with reporters at a press conference in his office Wednesday, praised Cowan for helping him to steer the state through one of the worst financial crises in ­decades.

“His service on the front lines in our efforts to manage through the worst economy in 80 years and build a better and stronger Commonwealth for the next generation has given him intimate understanding of the issues we face,” Patrick said.
