Did I read this correctly? In jail 22 mos NEVER SAW A JUDGE?

The article focuses on his mistreatment in jail, which is horrendous. But it just mentions he was
left there for 22 months and never saw a judge. Am I missing something here? How can this
happen? This isn't mentioned as part of the reason for a lawsuit.

due process of law. Across the globe people's rights are being violated.
