When Clinton left office FEMA was an effective, well-run organization. GW came in, downgraded it, and replaced career professionals with political appointeees like Heckuva Job Brownie.

Then after Katrina, asswipes like Bobby Jindhal point to the disastrous relief efforts as exhibit A why we can't and shouldn't entrust the federal government with something like this.
