Things are beginning to make sense.
Ezra Klein said tonight that many many of the (c)4s should never have been approved, including Rove's outfit and also the OFA.

From the IRS's website: Thus, an organization exempt under IRC 501(c)(4) may engage in political campaign activities if those activities are not the organization's primary activity
