So let me understand this, the head of the IRS during this "scandal" was a bush appointee, and

The president couldn't appoint a new head because the republicans have been blocking Obama's appointees

The scandal is that the media is so inadequate and inept in this country that it is pathetic

the President has not appointed a new head of the IRS. Just as commerce and labor went without a secretary for months, until his recent appointments.
The President must make an appointment before it can be blocked.
