See: Benghazi, Susan Rice, etc.

By elevating it even higher than is necessary with the acting director of the IRS resigning and Obama making a highly visible live statement on the matter just as folks are getting off work, you can be sure that this "scandal" is yet another one that is here to stay.

That would have been a nip in the bud and would have really neutralized the political aspect. The way the original apology came out was a mess.

It's good he did this though. It was absolutely necessary.

I'd fire everyone I could that help create this stupid mess. That way the next time someone even considered something this boneheaded, they'd twitch. That way whenever the White House reverted back to republican control they'd be too afraid to even consider it. They would sit around and say...nooooo, remember what happened a few years ago. If you read one of the local newspapers, they still can't figure out what was wrong with this idea. This has caused the White House a lot of damage.
