Issa knew about this in 2012 but they didn't want appear that they were digging up old stuff so they convince her to plant the question that would open up the can of worms as if it were something new. She does the party's bidding. claims the 5th and Issa does not give immunity in order to get her to testify. This makes the administration look bad and drags the whole thing out.
