to think he wouldn't do it if he could. What in the world would be his motivation for just saying, "fuck it, I will keep it open - don't care one iota that I would look bad promising to close it so many times"

for 10 more years. And act really pissed off when they push for the opposite. Then laugh like hell when they pass the closure of Gitmo

He's the commander in chief. He could order those who are force-feeding the prisoners to stop it and just let them go.
