Sometimes K&R is not enough

Read the New Yorker article. It's a nice attempt to nail at least some of this jello to the wall.

It is lovely to know that "we don't spy on Americans" involves a definition of a foreigner for internet surveillance (with some content, BTW) of “In direct contact w/tgt overseas, no info to show proposed tgt in U.S.”

“In direct contact w/tgt overseas, no info to show proposed tgt in U.S.”

As opposed to, say, "info to show proposed target is outside the U.S."

First cousin to: "well, there was no info to show they didn't have drugs somewhere in their car."
