I can't even access my own site and the local library is having trouble with their site.

No problem here.
It's probably a local problem, call your provider and see if they've had any other complaints.

3. My provider is having problems with their front page too.

For internet access I have cable and it's running great.
I wouldn't have asked if I was the only one with a problem but our library has problems too and they are totally on a different system than I am.
I gnu I could get some interesting answers from the denizens of the underground here.
