You are expecting them to be decent people? There was a post earlier on a Berkley study showing how money effects people.

I think a system has to be in place and working before you can call it broken. What we've had is a system designed to maintain people in poverty at a certain level of misery. On the theory that misery will drive them to go get jobs and be cheap labor for someone or other.
