Question - Congress, Presidents and Budgets

I've heard this "Democrats don't even know what they're spending because they haven't done a budget in 3 years" crap constantly (up until PBO's just recently released budget obviously) but just about all google search results on the topic are from right-wing forums.

Can anybody give me a simple explanation of who is expected to do the budget, when, and if it's true that we haven't budgeted the last few years, what would be the reasoning?
