As far as possibly harboring intelligent life. Which means that any life in such a system could be billions of years more advanced than humans.

Consider the possibility that some intelligent life evolved into a life of continuous space travel a billion years ago. Even if their space vehicles are much slower than light speed, they are likely still much faster than our own (think ion pulse engines) and have had a billion years to get closer to us.
