Article I, Section 8, Clause 11 of the United States Constitution:

[The Congress shall have Power...] To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water;

Oh, and I love the icon for the Tea Party. That's about right. A little dog that yaps a lot and nips at your ankles, but doesn't really do anything.

What is really great about this is that the republican menace is put in a position where they can not simply obstruct!
republicans will need to do something, anything even if it's wrong.

Could there be a "right" decision about Syria?
