1. Maybe they are hoping Assad does not take it laying down, and fights back...

If Assad attacked us, like hitting one of our ships, then they could say "See? Assad just attacked us! Now we have to get involved!" Then if someone raises the objection - "Wait a sec, we just attacked him first though" Then they might say "So? How dare he fight back?? Just who does he think he is, we are the USA, number one in the world!"
