"Make No Mistake... This time, the Republicans will finally know that we can be partners..."*

Seriously, what was the President thinking when he pulled this congressional advisory vote stunt? That the House Republicans would hand him a public victory?

It's truly is either 11 dimensional chess, or incomprehensible foolishness. I'm really not sure which. Your theories appreciated.

*For the parody impaired: that's not an actual quote by any actual person that I know of.

Congress does have the constitutional authority. But the republicans in this Congress are mostly clowns who let hatred get in the way of the somber review that Congress should give matters of war or peace.

up to Congress at this point is... irresponsible and short sighted... I have never seen such an ill suited group of people given the authority to run our country

This is no trick to pin a military strike on republicans. There is this idea that this is not his doing, that his strings are being pulled. Kerry is proof this is not some ruse. IMO.

So that is what he is going to do. The threat to national security is the key point Kerry and company are and have been trying to make. For that reason, it does not matter what congress votes, they will have made the case(as they believe it to be) that president has the authority to order the strike. IMO.
