I know its 20 years ago but think about how much the NSA has grown also in the memo the '' No reports may be PUBLISHED ... without senior NSA officials and the OGC.'' It doesn't say they can't have reports just that they can't be published.
I don't know who the OGC is do you?
The memo also contains guidance on reports containing information about information concerning Mrs. Clinton that is not clearly foreign intelligence.

Most people in gov't and business are already aware of the fact that their personal email is highly vulnerable to civil subpoenas in law suits, already. Only total idiots like Gen. Petraeus conduct themselves as if immune.

The NSA is primarily tasked with global monitoring, collection, decoding, translation and analysis of information and data for foreign intelligence and counterintelligence purposes.
No it doesn't surprise me but over reach
