I saw that Syria said they "welcome" Russia's proposal. I don't think that necessarily means handing them over.

It was no secret, and its not even against the 1925 Geneva Conventions, which Syria signed on to.

I don't think there's much celebration in Syria, but the best-case for the international community is a peaceful resolution to the chemical weapons issue. Its important that the ban against chemical weapons use remains standing, and that it has enough support to be enforced.
