Do Russia and Syria really need a UN resolution?

An alternative would be to unilaterally begin collecting the chemical weapons, supplies, and equipment together into a few locations and begin the process of sealing them in containers and placing video cameras for monitoring them. These are the first steps in a process that has been used before.

Instead of UN inspectors, Putin and Asad could invite in scientists, reporters, and bloggers to witness and record all these steps. The surveillance cameras could be connected to the internet.

The process could be done transparently using modern communications for the world to witness. After all, global public opinion is what matters in the end -- the US government does not.

The UN and high level diplomacy and official arms control delegations are so 20th Century.
