The GOP absolutely hatess this program. They see these people as "takers".
Because it theoretically fills the gap for people who would not be covered by the Affordable Care Act it almost completes the circle of providing care for just about everyone in the US. The GOP hates it because it believes that almost all the recipients are minorities and miscreants. That belief is hardly the truth.
A lot of people on Medicaid are actually their constituency. Some of the most impoverished parts of the nation are in red areas and white. Most of the deepest red states in the South are where most of the uninsured live.
