and some things on bases. The NCIS show is pretty glorified. Frankly, there are just not enough FBI agents to handle it all, so they give up jurisdiction in most cases. Sometimes the agency people are better anyway, just depends.

The FBI likes to handle the high profile cases, and let others do the "grunt" work, IMHO. That's been their track record, anyway for a long time. Gets them the big budgets.

Half my graduating class at FLETC were NCIS.

that they say NCIS investigates all attacks on the Navy and Marine Corps (I'm not quoting the TV show). Thne you have the FBI come in. Where is the line drawn? It is efficient to have so many investigative services, yet have the key (FBI) take the lead?

There's probably a Memorandum of Understanding (MOU) between the two agencies that I have never seen, and wouldn't have access to that spells it out.

All things being equal, I wouldn't perceive delegation of command through a policy framework as inefficiency... but then again, I have no real bias one way or the other.

crimes against Navy property (arson, theft, etc) which would be prosecuted under federal charges for any civilians involved.
