I bet I know who conducted the Navy Yard shooter's background check

I'll bet it was the well-known contractor USIS. You know, the same guys who gave Snowden a clearance. They let slide three shooting or arrest incidents and thought this guy was still viable for a security clearance. The same government agency turned private contractor (all for the money) has been under investigation (by a government OIG office, hopefully) for omissions, errors, and falsifications.

and honestly -- I was wondering if it was USIS.

The Shooter had a basic Secret clearance, which is the easiest to get. From my understanding it's little more than a Credit and criminal record check.

Snowden had a higher Sec Clearance and it was indeed granted by USIS. I can totally see (and toally appalled) his clearance being granted by a private firm. There are so many things wrong with this. Security Clearances above ANYTHING ELSE should not be privatized.
