Obama will be blamed for the continuation of massive government contracting started in earnest under Bush/Cheney. It is doubtful he could change it very quickly if at all since by the time he took office is was massively ingrained in the system.
It looks like secret clearances were passed out like candy for the purpose of cheaper labor. Less qualified people with inherent problems infect the system. What we have is now a massive national security risk that Bush/Cheney fundamentally responsible for but the media will not mention that fact. Instead they will take the GOP meme and blame Obama for another problem he had nothing to do with.
If Obama is seen as a failure as a president it will because he received a badly deteriorated situation that the GOP continued to make worse on purpose. The other will be that Obama mistakenly believed that he could work with people who were determined to destroy him.

(26,449 posts)I ended up on contract at Treasury in the late 80's and there were still actual civil service programmers back then. Now they are few and far between.
