if children are truly are most precious resource then put your money where your mouth is, usually in response to a "Pro Lifer".

It would be free to all citizens, or to people who's parents brought them here as children who intend to become citizens. Everything would be free: housing, food, books, and it would offer carefully selected majors, graduating teachers, primary care physicians, nurse-practitioners, physicians assistants, computer scientists, engineers... all the people we need to make the U.S.A. a true first world nation.

I'd make it a single university in one place so that people from all over the U.S.A. and all economic backgrounds could learn to live and work together.

And no, it would not require any military or military-style commitment, only a commitment to graduate and go to work making this world a better a place.
