Kerry: "UN security council has to act next week" (with a binding & enforceable resolution)

Apparently, John Kerry has just said that the UNSC has to to adopt a binding resolution on Syria next week. He has said that during a press conference just now.

"The report confirms what we already knew. Assads regime was behind the gas attacks", said Kerry. The minister wants the UN to adopt a binding resolution next week that makes the chemical weapons disarmament enforceable.

"The world now gets to decide whether the Syrian regime has used the chemical weapons, or whether it was the opposition that used them secretly, whilst not even posessing chemical weapons", said Kerry.

"It is of crucial importance for the international community to stand up and speak in the strongest terms about the importance of enforceable measures to rid the world of Syrian chemical weapons".

Sounded like an ultimatum to me, but its probably more likely a public shot across Russia's bow about referencing "Chapter 7" - the threat of military force - in the resolution.

Otherwise any agreement is toothless and useless. Assad could just shit all over it, launch chemical weapons again and there would be no repercussions.
