Effort to target sex ads hits surprising obstacle

JEFFERSON CITY, Mo. (AP) — Top law enforcement officers across the country are pushing Congress for greater authority to go after a booming online industry that hosts ads for child sex traffickers. But they are encountering opposition from an unexpected source — conservative state lawmakers who fear a government clamp down on Internet businesses.

Of particular concern to state attorneys general are online classifieds, such as those hosted by Backpage.com, which advertise "adult" services for strippers and escorts with veiled references to prostitution. Investigators say that pimps offering children are using the sites, making it easier for pedophiles to buy sex.

Carl Szabo, the policy counsel at NetChoice, a trade association, outlined his concerns last month during a closed-door task force meeting of the American Legislative Exchange Council, an association of conservative lawmakers and businesses that crafts model legislation for states. The organization carries particular sway with Republicans, who now control more than half the state legislatures.

Abortion Laws
At the outset, ALEC started off w/ lots of pro-life and abortion work back in the 1970s and 80s, but has not pushed an official model bill since the Parental Consent Act. Those groups still get booth placement at the major ALEC events, but it's since sprouted out and created a sister organization - Americans United for Life.

AUL shops model bills around the country. For example, the Sunlight Foundation tracked how the ultrasound bill went across the country, and found that:
According to the AUL website, members of the anti-abortion organization attended the 2010 ALEC conference to network with state legislators and promote their model bills.

According to the Guttmacher Institute, states have enacted 43 provisions that restrict access to abortion from January to June of this year - more than in all of 2012. House Bill 2, which finally passed in a second called special session, contained at least 4 major pieces of legislation that have been passed separately across the country. Careful followers of the #TXLege will remember that many of the pieces of HB 2 started as separate bills, also, but they all came from the same spot.
