I think that's why they want to delay it s year. They can't do this for the debt ceiling tantrum

Don't the existing ones receive much of their operating funds from the Federal Government?

Yes. I think a lot of their funding isn't from the general fund, so the shutdown won't affect it. nt

It was my understanding that the States are receiving considerable funding for the startup and operation of the Exchanges and that money would not be available. As I've noted before on other issues, specifically cutting back the NSA, if you don't pay people they don't come to work.
