4. Don't the existing ones receive much of their operating funds from the Federal Government?

It was my understanding that the States are receiving considerable funding for the startup and operation of the Exchanges and that money would not be available. As I've noted before on other issues, specifically cutting back the NSA, if you don't pay people they don't come to work.
