This might not end until 18+ Republicans sign a discharge petition

I think the Senate bill would pass the House, but with great Republican opposition. Thus, under the Hastert rule, which is not even a rule but rather a "rule of thumb" for how to be a dick, it wouldn't get the chance to pass.

Assuming Boehner would be summarily bounced as speaker for violating the bogus Hastert non-rule, he may not be inclined to do so at any point.

Thus a discharge petition with at least 18 Republicans signing it, assuming no Democratic defections, is the only way to get the Senate bill to a vote.

A lengthy shut-down may, if Democrats are "winning" the shut-down, go that way, with a few Republican defectors forcing a vote.

Boehner isn't bringing it up for a vote due to the strength of opposition in his own party.
