They are not appropriating their own salaries. It's just like the President's pay - It is never voted on, it is mandatory spending. Otherwise a crude Congress could deny a president they hated his pay.

... their own organic budget, then they also would have to work without pay (yes, this has happened) until they could hammer out an organic deal.
