Question on the partial shutdown issue...

Can't the president issue an executive order - this is an emergency, right? - which is intended to further the legislative Acts that most need to be funded, but maybe pick and choose a little bit??? It is a partial shutdown, right? But who gets to say which parts? For example, we could...

Issue Social Sec checks and EBT cards
Fund SNAP
Fund Medicare/Medicaid
Provide for enlisted military pay and mid-level down government salaries
FDA
Air Traffic Controllers
and others...


But cease payment of some that are not as, you know, ...essential. Like...

Congress members salaries and secret service details.
Congressional healthcare (but they can use Medicaid)
MIC invoice payments - in fact, ANY invoice to the Federal Govt. from any business interest. (who cares if we get 30-60 days behind? What are they going to do - stop doing business with us?).
All other governmental salaries.

Couldn't we parse through all the monthly expenditures and get creative? I know, I know... wishful thinking on my part. But wouldn't it be the best entertainment so far this century???
