During a shutdown, pay of Congress shoud be put on hold as well.

Congress refuses to do its job and STILL gets paid. Congress puts salary of millions on hold, and STILL gets paid. They should face the same consequences and pain that they are inflicting on others.

it would be a lesson for the ages. Maybe they would realize that no one is above the law, even the laws they pass excluding themselves.

While they are at it, they can repeal the one that allows them to use insider trading.

to hold back their paychecks? Most Republicans could probably not be affected by this, cause they do not live from paycheck to paycheck like many Americans.

The 27th Amendment, which prevents Congress from raising its own pay (any pay increases won't go into effect until the next Congress) also prevents their pay from being reduced:

No law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened.

if the legislature doesn't produce a balanced budget by June 15, then no pay.

You'd be amazed how diligent they are about producing a balanced budget by June 15.
