The Smithsonian Institution is facing a $65 million budget cut this year under automatic funding reductions approved by Congress, and officials say that could lead to furloughs or museum closings if the cuts persist for the year ahead.
Smithsonian Secretary Wayne Clough says the museum complex has trimmed its budget for the past year to absorb federal funding cuts but now may have to turn to more drastic measures. He says furloughs and temporary museum closings are up for discussion.

You increase some budgets while holding others flat, then when the cuts come those whose budgets didn't increase see real cuts over a several-year period while those whose budgets increased see reduced increases.
Various options were possible. This was the agreed-upon one, passed by Congress and signed by the President. It sucks, but that's considered a kind of blessing by some to ward off the evil eye and pronounce something good, so there it is.
