Snopes puts its accuracy is "Mixed."

Recently Rand Paul proposed such an amendment in the Senate, you can see

Yes, I know, seems too good to be true. This is why I am asking.

(11,709 posts)But the amendment is also a bad idea in my opinion.
The limited immunity of Congress that is provided by Art. 1, Sec. 6 of the Constitution would be nullified by the proposed amendment. The purpose of that clause is to ensure that no member of congress can be held liable for carrying out his/her duty even if that duty is later made illegal or is interpreted as such. The idea is to make sure that congress isn't afraid to do its job for fear of legal retribution.
