* national ID with photo, address, chip with biometric data...
* national election-laws
* automatic voter-registration when applying for national ID when reaching adulthood; automatic update of the voter-registry when moving to a different city

And a bit less high-tech might do:
* pen&paper only
* no scanners but instead counting by hand

And another day might do:
* elections only on weekends

the primary system has already been gamed by fake money demands and corporatist control.
the revolution wont be televised but it can be organized.
even chaos beats corruption.
