If the low risk people can stay in their low cost, limited coverage plans, they will likely do so. That will leave only high risk people in the exchanges and premiums will skyrocket. At that point, there will be even more screaming when they lose their current plans.

Everybody said it was a good first step. Nothing will pass Congress anyway. Upton bill will not make it to the Senate floor (I even wonder if it will get Tea Party votes. The Tea Party online is protesting that they want to cancel the bill altogether).
Any bill that is a real fix will not make it on the House floor.
So, we have to stop whining about people who are just posturing.
