A fix to Medicaid expansion?

I think the refusal of Medicaid expansion in red states, thanks to the shitheads on the SCOTUS, is one of the major problems with implementing Obamacare. So many more people would be covered without the costs to themselves and the Government from the exchanges.
So the SCOTUS says they can't force these States to expand Medicaid. But could Congress (when we have a Dem majority) make the expansion a required part of Medicaid. In other words States like Texas would have to refuse Medicaid completely or take it with the new criteria for eligibility. I don't think political even the deepest Red State could throw all their people off of Medicaid.

I admit this could be harebrained and not a legal solution. So I'm asking.

Forcing the expansion (i.e. making it a required part of Medicaid) is pretty much what SCOTUS said was prohibited.
