Guaranteed work?

What do you think that means. I can understand living wage and I am glad the president is going to make income inequality a focal point this year but I'm curious as to what is meant by "guaranteed work" that is mentioned by some people. Not all people who are currently unemployed or are able bodied want to work. I am not saying that as a negative thing, not in the way it's usually used. "Guaranteed work" makes me think that it is believed that we all want to work and we just need jobs.

I'm wondering only what is meant when some people say it as part of a goal.

What if we lived in a world where, thanks to technology, only 10% of the people needed to work?

Then 90% of society would be slave owners.

It sounds to me like a guaranteed job for anyone who cares to work -- no matter what disabilities they might have. It's a proposal from the Modern Monetary Theory school of economic thought -- since the government can create money outright, they should use that capability to ensure low unemployment and minimize the chance of inflation by using the created money to pay for useful work. It also handily solves the problem of minimum wage -- people only take a job at a wage below the guaranteed job if they choose to.
