I know why Gov. Bully is sure he's not a bully.

He thinks that because he's "mild-mannered" 90% of the time, that makes him mild-mannered. He gets along with everyone and hardly ever has to raise his voice.

But that 10% of the time he lets his inner bully out is enough to control everyone around him.

They've seen him flip out on other people, and they don't want it to happen to them. Or they've seen him take his time to exact vengeance on someone, and they don't want that to happen to them.

He's like the organized crime figure who thinks he's a sweetie because he takes his wife shopping and pets his dog. He only orders a killing once in a while, when he's pushed to extremes. So he's no bully. Look how nice he is to the mutt.
